Your carry-on bag: the rules in plain numbers
Your main cabin bag must fit within 55 x 40 x 25 cm (21.7 x 15.7 x 9.8 in). Wheels and handles count. If you are flying a smaller regional aircraft operated by ANA Wings on a domestic Japan sector, the limit drops to 45 x 35 x 20 cm — worth checking if your itinerary includes a short hop to a regional city.
Weight enforcement is real on ANA. Staff at Haneda (HND) and Narita (NRT) actively weigh bags at check-in and gate. A bag that tips the combined 10 kg total gets checked, not waved through.
Your personal item: new size rules from July 1, 2026
From July 1, 2026, ANA introduced a defined maximum for personal items: 40 x 30 x 20 cm. Before this date, ANA only said your personal item had to fit under the seat in front without giving exact dimensions.
The change is part of a Japan aviation industry standard set by the Scheduled Airlines Association of Japan, which took effect across all Japanese carriers in April 2026. ANA applied it to all Group-operated flights from July 1.
Practical guidance:
- A standard laptop backpack or tote bag fits easily within 40 x 30 x 20 cm.
- A small rolling underseat bag may push the limits — measure before you pack.
- The personal item goes under the seat in front of you, not in the overhead bin.
What you can and cannot bring
ANA follows standard Japanese aviation security rules. A few specifics worth knowing:
- Liquids: containers up to 100 ml each, all fitting in one clear resealable 1-litre bag.
- Laptops and large electronics: remove from your bag at security and place in a tray.
- Power banks: allowed in cabin only (not checked bags), up to 100 Wh per unit, or up to 160 Wh with airline approval. Quantities are capped.
- Umbrellas and walking sticks: permitted in the cabin on most routes.
- Food: you can bring your own food on board on domestic Japan flights.
No class upgrade changes your carry-on allowance. Whether you sit in Economy or Business, the size and combined weight cap are the same. The difference between cabins is in checked baggage, not cabin bags.
Weigh both bags together before you leave
ANA enforces a single 10 kg combined limit across your carry-on and personal item. Packing 8 kg in your roller and 4 kg in your laptop bag will get flagged. Use a luggage scale at home and aim for 9 kg or under to leave room for a jacket or airport purchase.

If your bag is over the limit at the gate, ANA will check it. On international routes this usually means a fee. On domestic Japan routes your bag may be checked for free if the aircraft hold has capacity, but it is not guaranteed.
