Taiwan Baggage Restrictions: Liquids, Electronics, and What You Absolutely Cannot Bring

Taiwan Customs enforces a NTD 3,000 on-the-spot fine (roughly USD 90) for undeclared meat products, and that number climbs to NTD 1 million if you import livestock disease agents knowingly. Get the rules right before you reach Taoyuan International Airport (TPE) or Kaohsiung International Airport (KHH).

Liquids, Aerosols, and Gels (LAGs)

The 100 ml / 3.4 oz per container rule applies at all Taiwan departure security lanes, aligned with ICAO standards. Key points:

• Each container must fit inside a single 1-litre (quart-size) clear resealable bag.
• One bag per passenger, presented separately at the X-ray.
• Duty-free liquids purchased airside are exempt if sealed in a tamper-evident security bag with the receipt attached, keep it intact all the way through any transit stop.
• Taiwan Taoyuan's Terminal 1 and Terminal 2 both run 3D CT scanners on checked bags; LAG rules apply only to carry-on.

Medications and infant formula in quantities exceeding 100 ml are permitted in carry-on if you carry a prescription or boarding proof for the infant. Declaration is not required for these, but staff may ask to verify.

Lithium Batteries and Electronics

Taiwan Civil Aeronautics Administration (CAA) rules mirror IATA Dangerous Goods Regulations:

• Up to 100 Wh (watt-hours): spare batteries allowed in carry-on, no airline approval needed. This covers most laptop and phone power banks.
• 100–160 Wh: carry-on only, maximum 2 units per passenger, requires airline approval.
• Above 160 Wh: prohibited on passenger aircraft entirely.
• E-cigarettes and vaping devices must travel in carry-on (not checked) due to battery risk. However, selling or using e-cigarettes in Taiwan is illegal under the Tobacco Hazards Prevention Act amended in 2023, possession for personal consumption remains a legal grey area but importing vaping liquid is prohibited.

Power banks bought at Taipei's Costco or major electronics shops on Zhongxiao East Road typically list watt-hours on the label. If yours shows only mAh, divide by 1,000 and multiply by 3.7 to estimate Wh.

Food, Plants, and Agricultural Products

The Animal and Plant Health Inspection Agency (APHIA) maintains some of the strictest biosecurity rules in Asia. Violations trigger those high fines.

Prohibited outright:

• Fresh fruit, vegetables, and soil (all origins)
• Live animals, birds, and reptiles without advance APHIA import permit
• Raw or cured pork products from countries with African Swine Fever (ASF), this currently covers most of mainland China, many EU states, and parts of Southeast Asia
• Seeds and bulbs without phytosanitary certificate

Permitted with declaration (Customs Form):

• Commercially packaged, hermetically sealed meat products (e.g., vacuum-packed beef jerky from the US) up to 6 kg
• Dried mushrooms, dried herbs, and tea, no quantity cap but must be declared
• Honey up to 6 kg per person

The red-channel declaration counters at TPE handle these quickly. Declaring is almost always faster than the alternative: random X-ray screening now uses AI-assisted imaging that routinely flags organic material in checked bags.

Currency and High-Value Items

Carrying more than NTD 100,000 (about USD 3,100) in cash or equivalent foreign currency requires a written declaration at Customs. Undeclared amounts above this are confiscated. Precious metals exceeding NTD 200,000 in value must also be declared.

Expensive camera gear, laptops, or jewellery brought into Taiwan for personal use are not subject to duty, but carry purchase receipts if the items are new in box, as Customs may ask whether they are for resale.

What Passes Through Without Issue

Taiwan Customs is efficient and tourist-friendly for standard travel loads. Laptops, cameras, action cameras, tablets, and standard luggage contents clear without comment. Medications, including prescription drugs, should be accompanied by the original pharmacy label or a doctor's letter if quantities exceed a 30-day personal supply.

Knowing the exact rules before you reach the red or green channel line is what separates a smooth TPE arrival from an expensive lesson.
