When does EU261 protect you?
EU Regulation 261/2004 covers any JAL flight that departs from an EU airport (regardless of destination). It also covers flights into the EU operated by an EU carrier, but JAL is Japanese, so the departure rule is what matters most.
If your JAL flight departs Tokyo, Narita, or Osaka for Europe, EU261 does not apply at the origin. It kicks in on the return leg departing from a European city.
Cash compensation by distance:

- Over 3,500 km: €600 (most JAL international routes)
The clock starts at your arrival time, not departure. Landed 2h59m late? No cash. Landed 3h01m late? You qualify.
What JAL must provide while you wait
From the moment your delay hits 2 hours, JAL must give you meals and refreshments appropriate to the wait time, plus access to communications (phone calls or email).
Delays of 5 hours or more trigger a stronger right: you can abandon the flight entirely and claim a full refund, even for a non-refundable ticket. JAL must also cover one night of hotel accommodation if you are stranded overnight because of a delay or cancellation.

Cancelled flights: your two options
If JAL cancels your flight with less than 14 days notice, you choose:
- Rebooking on the next available JAL flight (or a partner airline) to your destination, at no extra cost.
- Full refund within 7 business days to the original payment method. For international tickets, JAL targets approximately 2 weeks to reach your bank account.
You are owed cash compensation on top of whichever option you choose, unless JAL can prove extraordinary circumstances: severe weather, air traffic control strikes, or security threats. A technical fault on the aircraft is generally NOT considered extraordinary and does not block your claim.
File directly with JAL first
Go to jal.co.jp and submit your claim under "Irregular Operations." JAL resolves many claims within 4 weeks without a fee. If they reject it or go silent after 6 weeks, escalate to a no-win no-fee service like AirHelp or AirAdvisor — you have 3 years from the flight date to act.
How to claim: step by step
- At the airport: ask a JAL agent for a written statement confirming the delay or cancellation and its cause. Keep all meal vouchers and hotel receipts.
- Collect your evidence: boarding pass, booking confirmation, arrival time screenshot (FlightAware or FlightRadar24 work well).
- Submit online: visit jal.co.jp, go to Contact, and select the disruption claim form. Attach your evidence.
- Quote the regulation: for EU-departing flights, cite EC 261/2004 in your message. This signals you know your rights and speeds processing.
- Track the 6-week window: if you hear nothing, escalate to your national aviation authority or a claim service.

Japan domestic flights
EU261 does not apply to flights within Japan. JAL's domestic policy is set by Japanese aviation rules: full refunds are processed within 5 business days of your request, and JAL will rebook you on the next available service at no charge. Cash compensation for domestic delays is not mandated by Japanese law the way EU261 works in Europe.
